The University Council was a effectively a advisory council established by President Seth Low in order to give the University's growing faculty an official channel through which they could participate in University governance. After Low's tenure, however, the Council devolved into a Presidential rubber-stamp, and lost credibility and respect. In the aftermath of the 1968 protests, the Council, and the similarly impotent Columbia University Student Council were replaced by the significantly more empowered University Senate.
